Government Contracts Are a Tremendous Business Opportunity for Small Businesses

Unfortunately, most small businesses don’t have a clue about how to tap into this multi-billion dollar market.

Not only don’t they have a clue, but often the information that small business owners have about federal contracts is incorrect. They think government contracts for small businesses is just a myth and they don’t qualify and even if they did there is so much paperwork and so called red tape that it’s just not worth the hassle.

In reality, none of this is true. The truth is that the U.S. government is the largest customer in the world. It buys just about anything and everything one can think of. All types of products and services, in small and large quantities.

Federal Contracts for Small Businesses Are Mandated By Law

Here’s the point that most small businesses either don’t know or don’t get. Federal contracts law requires that 23% of federal contracts awarded and purchases made must be from a small businesses. In fiscal year 2021 the federal government will spend 4.829 trillion dollars.

The General Services Administration (GSA) of the federal government is just one agency consisting of several agencies within the federal government. However, GSA alone purchases over 30 billion dollars of goods and services on behalf of the federal government every year.

But, get this. GSA says right on its website that “small business is its mission.” It goes on to say that it devotes resources specifically to working with small business to assist them in finding federal contract opportunities.

Here’s an eye opener. 23% of 30 billion is 6.9 billion dollars. That’s the amount that by law must be set aside for small businesses. That means businesses that have only 1 person all the way up to 500 employees are eligible. GSA is just one government agency. There are several others that buy goods and services as well and each of them have to help meet the requirement of the federal government to purchase a minimum of 23% of what it buys from small businesses.

There are a number of ways a small business can get federal contracts. Some of them don’t even require you to find government contracts to bid on.  Here is an overview of some of the ways a small business can obtain an unlimited number of government contracts:




  • GSA Schedules Program- This is a program whereby several government agencies that need supplies on an as needed basis buy those goods and services through the General Services Agency acquisition portal from commercial businesses who offer their products. Getting on this schedule with one of your products could be a long term commitment whereby the buyers within the various agencies simply buy from your business whenever they need a desired product.
  • Register in System for Award Management (SAM). Businesses that want to sell their products or services to the GSA must register in the U.S. government’s System for Award Management (SAM) and must have been in business for a minimum of 2 years and shall have earned annual revenue of a minimum $25,000 annually.
  • Indefinite Delivery, Indefinite Quantity Contracts (IDIQs) – These small business opportunities are used when the GSA makes a decision to purchase products or services on behalf of government agencies within the federal government, but don’t know what the precise number or quantity will be needed.  At any given time it could be a small or large amount or some quantity in between. Because of these circumstances the quantities are indefinite and the delivery times will vary and are not consistent  Therefore, the quantities need to be on hand or readily available to fulfill orders with a quick time period. These contracts are generally created for 3-5 year period of time and can be very profitable. Small businesses are especially sought for these type contracts
  • Subcontracting  and other Partnerships – This federal contracts opportunity allows small businesses to subcontract from principle or prime contractors and to join with other companies for partnerships to work together in order to get experience and create capabilities to perform government contracts without exposure to high risk. It is a mechanism designed to allow small businesses to perform portions of work they can do and learn on the job along with a more experience business and still be paid profitably. This is just another way the federal government has designed programs to reach out to small business and help ensure they get a fair opportunity to build their business with the billions of dollars being expended through government contracts awarded.
  • Set Asides And Special Interest Groups Contracts – Small businesses that are owned and operated by individuals meeting recognized socioeconomic criteria can compete for what are known within the federal government as “set-aside contracts”  These contracts require the owners to meet criteria such as being a majority woman owned business, service disabled veteran owned business, disadvantaged owned business (African-American, Hispanic or other culturally defined disadvantaged business, or the business is located and operated within a historically disadvantage locale referred to as a “HubZone”

There are numerous other small business government contract opportunities that are available. It is simply a matter of becoming informed, registering your business and connecting with the agencies to start acquiring contracts for your business.
